Inclosure 2 in No. 1,

Allotment of Sum recovered from Chinese Authorities in Settlement of Camphor Claims.

Messrs. Cave-Thomas and Co.-- Dol. C. Dol c. Claim for camphor seized 1903 Compensation sanctioned by Minister 1,190 0
1,000 0 Received from H. F. Brady, Esq., His Majesty's Consul at Foochow, the sum of four hundred dollars ($400), in settlement of all camphor claims to date. Foochow, September 28, 1904. Per pro Odell and Co., (Signed) J. W. ODELL. Claims for seizures during 1904 Compensation allotted Mr. E. H. Bucknall--- Total Claim for camphor seized 2,190 0 Compensation allotted 9,720 11,485 0 Messrs. Odell and Co.- Claim for camphor seized 21,205 0 Compensation allotted 23,895 0 3,850 0 2,255 0 6,105 0 $00 0 100 0 400 0 100 0 Extra clerical assistance in connection with settlement of claims Total amount recovered 30,000 0

Memorandum. In allotting the above compensation, due consideration had to be paid not only to the losses actually incurred by the respective claimants, but also to the interference and damage to which their business was subjected. Messrs. Cave-Thomas and Co., the pioneers of the trade, had to bear the brunt of the fight, which extended over a period of almost three years, during which time not only their business but their reputation suffered; hence the comparatively large sum of 12,485 dollars, which was allotted as indemnity to them. Neither Mr Bucknall nor Messrs. Odell and Co.'s business was interfered with to anything like the same extent, and the compensation allotted to them is considered ample. A pro rata division of the sum recovered from the Chinese authorities would have failed, it is considered, to meet the justice of the case.

The charge of 100 dollars for clerical assistance needs no explanation.

Foochow, September 28, 1904.
